SCDOT Program Manager, James (Jae) H. Mattox, III PE, DBIA, CPM will be presenting on the topic of SCDOT Innovative Design-Build US 1 at I-20 Interchange Project. One (1) PDH certificate will be issued after the meeting.

Speaker Bio: Jae works as a Program Manager for South Carolina Department of Transportation’s Design-Build section.  In his role, he manages preconstruction and procurement activities for design-build projects statewide.  Jae has over 15 years public-sector experience in project management, with over 10 of that focused primarily on delivery of major design-build projects. 

Jae is a graduate of the The Citadel, Military College of South Carolina, where he earned his Bachelor of Science Degree in Civil Engineering.  He obtained his Masters of Science Degree in Civil Engineering from Clemson University.  He is a registered Professional Engineer (PE) in South Carolina as well as a Designated Design-Build Professional (DBIA) and Certified Public Manger (CPM). Jae, his wife Erica, and three young children reside in West Columbia, SC.

Presentation Bio: In 2020, SCDOT completed design-build procurement for the US 1 over I-20 Interchange project in Lexington, SC.  In order to promote innovation, SCDOT did not prepare an Interchange Modification Report (IMR) during the preliminary engineering phase but required each proposer to complete an IMR on their interchange concept during procurement.  This process led to an increased level of innovation that played a significant role in the best-value award determination.
